Dear Colleagues,

This e-mail update contains numerous opportunities and announcements that I hope will be useful in your work. I want to encourage those of you in the humanities to look at the various opportunities that the National Endowment for the Humanities offers. My discussions with their staff indicate a genuine desire to get to know you and your work. We will be working closely with them to better understand how you may take advantage of their programs and grants.

Numerous efforts are underway to identify research and national community outreach projects that IUPLR can sponsor. Several of the working groups have put forward initial proposals for projects. I encourage the other groups to do the same. We also encourage individuals with ideas and for collaborative projects to contact us so that we may assist you in developing these ideas and finding collaborators affiliated with our member centers.

Ramón Gutiérrez, associate chancellor at the University of California at San Diego, will present a lecture entitled "Time, Space, and Chicano History", to be held in the Texas Union Santa Rita Suite 3.400, with a reception following his lecture.

March 27, 1998, noon:
In conjunction with the CMAS Plática Series, Richard Valencia will discuss his recent book, "The Evolution of Deficit Thinking: Educational Thought and Practice", in the Texas Union Eastwoods Room 2.102. A reception and booksigning will follow.

April 1, 1998, 4:00 p.m.:
Charles Ramirez-Berg, an associate professor in the Department of Radio, Television, and Film, will present a talk on the recent book, "Carteles de la Epoca de Oro del Cine Mexicano / Poster Art from the Golden Age of Mexican Cinema", by Juan Bustillo Oro. This CMAS event will take place at the Texas Union Governor's Room 3.116, with a reception and booksigning to follow the talk.


Chicano Studies Research Program, UTEP

March 10 - April 24, 1998
"U.S. Mexico Border Through the Eyes of Children". This is an art exhibit of 40 photographs of the U.S.-Mexico Border taken by children from the same environment that were provided with cameras by Eva Moya from the U.S.-Mexico Border Health Organization. Saturday, March 14, 1998
The El Paso Public Policy Institute and the Chicano Studies Research Program at the University of Texas at El Paso will sponsor its First Annual Public Policy Forum, featuring advocates, leaders, and policy-makers discussing major public policy issues. The event, entitled, "A New Era in Public Policy: Empowering Communities", will be held at the Camino Real Hotel, from 8:00 a.m. to 1:00 p.m..

Students from the U.S. and Mexico will attend and discuss presentations by experts in such areas as immigration, NAFTA, public health, politics, cultural heritage, and the environment at the "Second Encounter: A Binational U.S.-Mexico Relations Forum". Friday - Sunday, April 24-26, 1998
The Town of San Elizario will be celebrating its Quadricentennial and hosting the "Juan de Oñate First Thanksgiving Festival". Juan de Oñate founded San Elizario in 1598, which according to historians, is where the first Thanksgiving took place. This event is said to have taken place 40 years before the founding of Plymouth Rock. This is a very significant part of history, not only for El Paso, but also for the U.S. To commemorate the occasion, the Organización Progresiva de San Elizario will host a parade (Saturday, April 25), food, and game booths, mechanical rides, and live music. Lic. Humberto Leal Valenzuela, Director de Noticias de FM Globo, 98.3, Ciudad Juárez, will dedicate time in his radio program "Diagonales" to feature Professor Luis Plascencia, University of Texas at Austin, and Dr. Dennis Bixler-Márquez, University of Texas at El Paso who will address border issues.

FACULTY PUBLICATIONS

The Mexican American Studies and Research Center, in conjunction with its Working Paper Series, announces the publication of "The Education of Immigrant Children: The Impact of Age at Arrival" working paper, by Arturo Gonzalez. The author found a negative relationship between age at arrival and education for Mexican, European, Pacific Islander, and other immigrants that arrive shortly after the start of the first grade. Rolando Hinojosa-Smith's short story, "The Old Man", is appearing in this month's issue of L'Hemra, the Italian literary journal. Dr. Hinojosa-Smith is a Professor in Creative Writing in the Department of English at the University of Texas at Austin.



FACULTY OPPORTUNITIES

The Office of the Assistant Secretary for Planning and Evaluation in the Office of the Secretary of the Department of Health and Human Services (DHHS) is interested in recruiting qualified faculty from Hispanic Serving Institutions, as well as Hispanic faculty from other schools to participate in the policy research activities of DHHS. Specifically, they seek faculty with backgrounds in the following areas for assignments ranging from six months to two years under the Intergovernmental Personnel Agreement (IPA): Social sciences, Public Health, Medical Ethics, Law, Statistical analysis, and Biomedical sciences. The History Department and the Chicana/o Studies Program at the University of New Mexico seeks applicants for a two-year appointment as Visiting Assistant Professor beginning August 1998, pending budgetary approval. Minimum qualifications include a Ph.D. by date of appointment with specialization in Mexican-American history, and research in the area of specialization. Desirable qualifications include the ability to teach the history of New Mexico. UCLA announces a conference on transportation and welfare reform on Thursday evening, March 26th, and Friday, March 27th 1998. The conference, "Getting Welfare Recipients to Work: Transportation and Welfare Reform", will feature national experts on transportation and welfare, and key federal, state, and local decision-makers. A major goal of the conference is to draw on our collective knowledge to develop an agenda for research and evaluation that is both timely and relevant to implementing welfare reform. Yale University will host the First Annual Latino Leadership Conference on April 3-5, 1998. The conference, entitled "Realities and Possibilities of Embracing Unity", will promote dialogue on issues facing Latinos, and on how to develop leadership in Latinos, and to prepare them for their future roles in society as prominent leaders. The Hispanic Research Center, at the University of Texas at San Antonio, announces the 1998 Drug Research Fellowship Training Program, to be held June 14-20, 1998. The program is designed to train promising graduate students in research methods, and aims to increase each fellow's knowledge of drug research issues and to guide every student in the production of a publishable manuscript on Latino-focused drug research. OTHER

"Perspective in Mexican American Studies" is seeking scholarly articles, and essays of a more popular nature, that survey the Chicano and Chicana experience since the Treaty of Guadalupe, signed 150 years ago in 1848. Ignacio Garcia, assistant professor of History at Brigham Young University, is the editor of this special issue on the Mexican American experience.
