Letter from the Director

Dec 11, 2001

Dear Colleagues:

Census 2000 Update (12/10/01)

Percent Speaking Spanish at Home
By State, County, and Place (5 years and over)

Our website has posted various Latino population numbers from the Census 2000 short form since last May. We have been limited to producing tables on just headcounts because the long form data from Census 2000 will not be available to users until at least June 2002, or as late as September 2001. It is the long form data that provides demographic, social, economic and housing information for persons and families.

To provide our web site visitors with a glimpse of what the long form data might reveal, this month we are introducing outcomes from the Census 2000 Supplementary Survey (C2SS). The C2SS is a Decennial Census program designed to demonstrate the feasibility of collecting long form type information at the same time as, but separate from, the Decennial Census. It used the questionnaire and methods developed for the American Community Survey to collect demographic, social, economic, and housing data from a national sample of 700,000 households. Group quarters were not included in the sample. The C2SS was conducted in 1,203 counties with monthly samples of about 58,000 housing units.

Like the Census 2000 long form, the C2SS collected detailed information on such things as language usage, education, employment, income, ancestry, homeowner costs, units in a structure, number of rooms, and plumbing facilities. Summary tabulations by state, county, and place are available at http://www.census.gov/c2ss/www/ .

To give you a sample of what you can retrieve from the Census Bureau web page, we have posted C2SS tables on the Percent Speaking Spanish at Home by state plus the District of Columbia (51), selected counties (216), and selected places (64). Each table is sorted by percentage in descending order. As might be expected, the states, counties, or places with the largest Latino populations tend to be the same states with the highest percentage of persons who speak Spanish at home.

Remember that the C2SS outcomes are considered sample observations and thus subject to the effects of random error. So percentages, for example, are presented with estimates of their standard error.

To prepare for the arrival of the Census 2000 long form data, the Institute for Latino Study (ILS) at University of Notre Dame is planning to host an IUPLR training workshop in July 2002 on Census Access Tool. The goal of this training will be to help all interested IUPLR centers attain the capacity to manage and analyze data from the long form data. A detailed agenda for the workshop will be released as soon as possible.

To access the tables please go to the IUPLR home page< http://www.nd.edu/~iuplr/>. Then click on the link for Census 2000 Census Information Center (CIC). The URL is <http://www.nd.edu/~iuplr/cic/index.html>. There you will find the new (and old) tables we have generated.

Sincerely,
Philip García
